MISSION:
  Stabilizing farm income, helping farmers conserve land and water resources, providing credit to new or disadvantaged farmers and ranchers, and helping farm operations recover from the effects of disaster are the missions of Farm Service Agency.
PURPOSE:
  Farm Service Agency (FSA) ensures the well-being of American agriculture, the environment and the American public through efficient and equitable administration of farm commodity programs; farm ownership, operating and emergency loans; conservation and environmental programs; emergency and disaster assistance; domestic and international food assistance and international export credit programs.

These programs provide a safety net to help farmers produce an adequate food supply, maintain viable operations, compete for export sales of commodities in the world marketplace, and contribute to the year-round availability of a variety of low-cost, safe, and nutritious foods.

FSA was set up when the Department was recognized in 1994, incorporating programs from ASCS and FmHA. Though its name has changed over the years, the Agency's relationship with farmers goes back to the 1930's. Federal farm programs are administered locally. FSA's programs are delivered through 52 county offices located in North Dakota with elected county committees comprised of farmers in the local area. One of FSA's greatest strengths is its "grassroots" delivery system of farm programs to Agency customers. This "grassroots" approach gives farmers a much-needed say in how federal actions affect their communities and their individual operations.
