- Reaches out to rural communities, state and federal agencies and economic developers to expand local capacity to access existing programs.
- Makes technology available to help rural developers and local leaders prioritize community investments.
- Supports rural business development to address round-the-clock child care needs in energy, medical and corrections industries.

- Provides technical assistance and facilitation for rural housing development.
- Provides support and training for conducting community-based surveys.
