PURPOSE:
  The mission of the Division of Community Services is to provide the people of North Dakota with effective, efficient and customer oriented administration of federal and state programs for community development, energy efficiency and renewable energy and self sufficiency. These programs help create a quality of life that makes North Dakota a good place to live, work and do business.
PROGRAMS:
 

Community Development Block Grant Program (CDBG)
Provides funds for economic development, public facilities/infrastructure development and housing, primarily to benefit low and moderate income persons/families.


HOME Program

Provides funds for low income housing by providing down-payment assistance, rental assistance, rehabilitation and new construction.


Emergency Shelter Grants Program (ESGP)

Provides funds to assist in the operation of approximately 25 homeless shelters throughout the state.


State Energy Program

The purpose is to reduce the rate of energy consumption through increased energy efficiency awareness.


State Buildings/Performance Contracting Program

Provides funds to state institutions and agencies for the installation of energy conservation measures.


Weatherization Program

Provides funds to low income persons to reduce energy consumption in their homes.


Community Services Block Grant Program (CSBG)

The purpose is to assist communities in implementing locally designed anti-poverty programs. It helps provide for emergency assistance, budget and housing counseling, self-sufficiency, case management, and outreach and referral services to low income households and persons.


State Building Code/Americans with Disabilities Act Program

The purpose is to maintain, promote and regularly update the state building code and to provide technical assistance on building and handicapped accessibility codes, fair housing design, and interpretation of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act of 1973.


Renaissance Zone Program

Designation of an area of up to twenty square blocks in cities of less than 5,000 population, or up to thirty-five blocks in cities over 5,000 population. A variety of state and local tax exemptions and credits are available to encourage community and economic development.


Third-party Inspection Program for Modular Buildings

Regulation of modular residential and commercial buildings built in a factory for installation in North Dakota. Assures that these buildings meet all applicable state building, plumbing, electrical, energy and accessibility codes. Provides a mechanism for consumer complaints.


State Administration Agency (SAA) Program for Manufactured Housing

North Dakota is designated by the Federal Department of Housing and Urban Development under the Federal Manufactured Housing Program to receive and handle consumer complaints about manufactured (mobile) homes built since June 15, 1976.


Executive Order 12372 Program

The purpose is to review applications for federal assistance for consistency with state programs and policies.


State Energy Code Program

The purpose is to maintain, promote and regularly update the State Energy Code and to provide technical assistance on the code.

SERVICES AVAILABLE:
 
  • Grants or loans for housing, infrastructure, economic development, homeless facilities and services and energy conservation.
  • Technical assistance in building codes, setting up a Renaissance Zone, planning, handicapped accessibility laws and standards, federal grant programs and grant writing and management.
  • Regulating modular residential and commercial buildings built in a factory to be installed in North Dakota.
  • Handling complaints for modular residential and commercial buildings and manufactured (mobile) homes.
  • Energy efficiency education.
GEOGRAPHICAL AREA SERVED:
  Statewide.
CLIENTELE SERVED:
  Grant Programs focus primarily on meeting the needs of low and moderate income persons. Other clientele are cities, counties, universities, regional planning councils, community action agencies, and community housing development organizations.
