Griggs-Steele Empowerment Zone |

The Griggs-Steele Empowerment Zone (GSEZ) is a federally designed rural Empowerment Zone in Eastern North Dakota that includes the communities of Finley, Hope, Cooperstown, Binford and Hannaford. The Empowerment Zone provides technical and financial assistance to increase economic development and stem the rate of out-migration. The Empowerment Zone also offers tax incentives, equity and revolving loan funds and community incentive programs to assist existing and businesses looking to relocate to the Zone region.
