ND Workplace Development Council Print
PURPOSE:
To advise the Governor and the public concerning the nature and extent of workforce development in the context of North Dakota's economic development needs, and how to meet these needs effectively while maximizing the efficient use of available resources and avoiding unnecessary duplication of effort. (Executive Order 95-01)
MISSION:
North Dakota's workforce educated and prepared to successfully compete in a dynamic economy.
ORGANIZATION:
The North Dakota Workforce Development Council was authorized under executive order 95-01. The Council is a 25-member board that serves in an advisory capacity to the Governor with responsibility for recommendations on policy, vision and strategic planning related to work force recruitment, work force development and workforce training.
RESPONSIBILITIES:
  • Recommend the vision, goals and objectives of the state's workforce development and workforce training system.
  • Recommend workforce policy changes to federal and state programs that will improve the effectiveness and efficiency of the state's workforce development and workforce training system.
  • Recommend tactics to address current and future economic development and workforce investment needs of the state.
  • Develop a uniform set of objectives and establish benchmarks for quality improvement measures to track the effectiveness of the state's workforce development and workforce training system.
  • Develop a comprehensive workforce development strategic plan for the state that supports the Governor's vision and goals for economic development and workforce training.
  • Identify and develop opportunities for collaboration and partnerships between education, employment and training program deliverers and supporting workforce development activities in the state.
  • Recommend priorities for use of federal and state Workforce Investment Act and funds.
  • Recommend procedure for development of the state's job training plan and selecting a grant recipient or administrative entity for the plan.
  • Develop policy guidance and exercise oversight of the state's job training plan and associated activities.
  • Perform the duties and functions of State and Local Workforce Investment Boards as prescribed under the Workforce Investment Act of 1998.
KEY CONCEPTS:
The major focus is on policy, vision setting, and strategic planning with emphasis on the workforce development and workforce training system output and performance.
