To improve, develop or finance business, industry and employment in rural communities. This is achieved through existing private credit structure by a guarantee of quality loans which will provide lasting community benefits. It is not intended that the guarantee authority will be used for marginal or substandard loans or to "bail out" lenders having such loans. Available statewide except Bismarck, Mandan, Fargo and West Fargo.

| INTERMEDIARY RELENDING PROGRAM LOANS |
| Purpose: |
| |
To finance business facilities and community development projects of cities having a population up to 25,000. This is achieved through loans made by Rural Development to intermediaries that provide loans to ultimate recipients for business facilities and community development projects in rural areas.

| RURAL BUSINESS ENTERPRISE GRANTS |
| Purpose: |
| |
To assist public bodies and nonprofit corporations to finance and facilitate development of small and emerging private business enterprises located in areas outside the boundary of a city of 50,000 or more according to the 2000 census and its immediately adjacent urbanized area.

| RENEWABLE ENERGY SYSTEMS & ENERGY EFFICIENCY IMPROVEMENT GRANTS & LOAN GUARANTEE |
| Purpose: |
| |
Borrowers can be an individual or a rural small business. The minimum grant is $10,000, the maximum renewable energy grant is $500,000, the maximum energy efficiency improvement grant is $250,000 and the maximum guaranteed loan is $10,000,000. The grant program requires a 75 percent minimum applicant match. Funds can be used for purchasing equipment, construction energy audits, feasibility studies, business plans permits/professional services. Available statewide except Bismarck, Mandan, Fargo and West Fargo.

| RURAL BUSINESS OPPORTUNITY GRANTS |
| Purpose: |
| |
To assist public bodies, nonprofit corporations, Indian Tribes, and cooperatives to provide technical assistance for business development and conduct economic development planning in rural areas. Available statewide except Bismarck, Mandan, Fargo and West Fargo.

| VALUE ADDED PRODUCER GRANT |
| Purpose: |
| |
To provide funding to independent agricultural producers entering into value-added activities. Funding can be provided for feasibility studies, business and marketing plans or working capital. Working capital can only be advanced provided an acceptable feasibility study has been completed. Applications are received based on the Notice of Solicitation for Applications (NOSA) as published annually in the Federal Register. A matching non-federal share at least equal to the grant is required.

| WATER AND WASTE DISPOSAL LOANS |
| Purpose: |
| |
To develop water and waste disposal (includes solid waste disposal and storm drainage) systems in rural areas and towns with a population not in excess of 10,000. The funds are available to public entities such as municipalities, counties, special-purpose districts, Indian Tribes, and corporations not operated for profit. Rural Development also guarantees water and waste disposal loans made by banks and other eligible lenders.

Rural electric and telephone cooperatives can receive funds from USDA Rural Development and re-loan it for rural development purposes. Economic development projects and community based projects are eligible.

Cooperatives, corporations, associations, sole proprietorships or partnerships.

| HOW ARE FUNDS USED? |
| |
Fixed asset financing or working capital.
|
| HOW IS TECHNICAL ASSISTANCE AVAILABLE? |

Through the individual cooperatives or through the ND Association of Rural Electric or Telephone Cooperatives.

| WHAT ARE THE TERMS? |
| |
Maximum repayment of 10 years at zero interest. Maximums per application are determined each fiscal year.

Contact the manager of a telephone or rural electric cooperative. Send a formal letter of request and submit a business plan.

Applications may be submitted the 1st to the 14th of each month. Applicants should contact REC/RTC managers at least 30 days prior to their monthly board meetings.
